Yes it can. In fact my wife started using it recently for exactly those reasons and now she has huge long dark roots because she hasn’t been able to get to the hairdresser!
The serum keeps the hair follicles in the growth phase and prevents them from transitioning to the shedding phase. As a result they grow longer and thicker. With time the serum will also cause each follicle to produce more hairs. A follicle produces between 1 and 4 hairs on average. By increasing the growth factor VEGF, the follicles are able to produce more hairs, increasing the number of hairs in the scalp.
